I would like to see the existing building stock addressed more distinctly. Vermont has one of the oldest housing stocks in a challenging cold/wet climate. There are huge opportunities in the existing housing stock for improvements that would lower heating and cooling loads (energy use & cost) as well as improve the health and safety of the home by mitigating indoor air pollutants caused by mold and other toxins. I believe there should be a goal addressing this potential with it's own set of indicators which may include number of homes weatherized through the Home performance with Energy Star or Vermont Gas programs. Check out Vermont Act 92- The Vermont Energy Efficiency and Affordability Act as well as the "Affordable Heat: Whole-Building Efficiency Services for Vermont Families and Businesses" report by the Regulatory Assistance Project in June 2011.
